The latest .NET redistributable (end-user runtime) can be downloaded here http://msdn.microsoft.com/downloads/default.asp?url=/downloads/sample.asp?url=/msdn-files/027/001/829/msdncompositedoc.xml

The Service Pack 2 Update for the runtime is here http://msdn.microsoft.com/netframework/downloads/sp/default.asp

The Software Development Kit (SDK) is here http://msdn.microsoft.com/downloads/sample.asp?url=/msdn-files/027/000/976/msdncompositedoc.xml

And if you mean Visual Studio.NET, a 60-Day trial version can be ordered here http://msdn.microsoft.com/vstudio/productinfo/trial.asp

If you do mean VS.NET, you can get standard editions of whatever language you want to use most for ~ $100. If you're a student (must show proof -- ID, etc.), you can get the entire VS.NET Pro package at a discount (around $76 at www.provantage.com). http://www.provantage.com/fp_65081.htm

For free tools, you can check out SharpDevelop for C# programming at http://www.icsharpcode.net/OpenSource/SD/default.asp

For ASP.NET, MS has a free IDE at http://www.asp.net
