I have seen lots of advice against running Norton Utilities on XP, is it so?
I have noticed more hard drive problems (sluggishness, etc) after using norton speed disk, any evidence of this in other systems?

Even with norton utilities 2002, there's some problems. The disk defragmenter is not compatible with xp's, plus norton will conflict with windows update and downloads in general. Unless you have to have NU, i suggest waiting for there 2003 version which should come out soon anyway. In general 3rd party programs will always be a little bit incompatible because microsoft is not writing it.
