For the most part yes, however some things like internet connection sharing are only available in win98se or higher. The upgrade to win98se will cost you about $90. If your computer has enough horse power, i would recommend getting windows 2000 or xp. Windows 98 is a good operating system, but some technologies in win98se are crap like internet connection sharing (ICS). If your computer isn't powerful just stay with win98 for now (although support for win98 ends june 2003).
