I think my neighbor is connecting to my router. I dont mind because its my cousin, but i want to mess with him. Anyway I can remote desktop to his computer?

You may want to check the laws in Canada. In the US, sponging off of someone else's wireless internet (with the exception of a public hotspot) is illegal. Furthermore, wanting to "mess with him" may also be illegal (i.e. it's a form of hacking).
