catalyst control centre error message

Whenever i start my system( PC with 939 foxconn board 2 Gig memory AMD 64 3500 chip sapphire Radeon X800 gto video card) i get a ati graphics banner saying "you do not have permission to change CATALYST Control Center settings. Please contact your administrator for further help."
The problem is I am the administrator on my system (windows xp sp 2).
I contacted ATI help and they suggested thati i check that i am the administrator, i did that, then rebuild the Windows repository by click start> click run> enter cmd>click OK, then type "net stop winmgmt" and press enter
This is where i can go no further because i get a system error 1060 message and "the specified service does not exist as an installed service"
I would appreciate any help as ATI keep saying i should make sure i am the administrator
after i can get this winmgmt thing to work i then will need to go on into find the repository file and delete it.
where do i go from here?
