I installed the file server role on to the server after restarting i try to open file server management snap in and i get this message:
Cannot find resource file C:\Windows\System32\FsmMsg.dll
even though the file is there.
Also now when the server restarts i get this message before logging on:
At least one service or driver failed during system startup. Use event viewer to examine the event log for details.
What could the problem be?

Try reinstalling SP2 for Windows 2003 Server.
