It sounds like your phone service is from Verizon. If so, I'd suggest checking out what their costs are for their various DSL packages. Last I heard they had DSL service starting at $15. You might want to consider that before going to dial-up. When I lived in SoCal, we used them for our DSL service - the price started out at $40 and by the time we moved had dropped to $24. As to running the risk with timing out with dial-up, you will definitely run that risk. As to using Netzero, Earthfink, AOL, etc, avoid them at all cost.
