I just bought a non-dell computer on ebay without an operating system and i was wondering if i can use an xp disc that came with my old dell computer to install windows on my new computer.

Nope - Dell (as well as Gateway, HP and others) look for encoding in the BIOS that identify it as a Dell computer.
Your best bet is to purchase a new (legal) version of XP (or Vista).

Go with XP pro, vista might look good but its just a face lift!

Suppose I had alreadry tried installing windows using the dell disc and it worked for a little while and then stopped working, a reformat with a regular xp disc should solve it right?

yep...You'll have to reformat and install the regular copy of WinXP (or, if your computer's hardware can handle Vista, take a look at that)
