Sounds like you've either been hacked or have a virus or worm that's damaged WinXP. You can try to run Restore (boot with the WinXP CD and run from there). To do a clean install, Reboot and as the computer starts up, you'll see a text line that says "Press any key to enter startup". Do that. Go through the screens and choose to delete the partition and reformat it. This does a clean install of WinxP.
