Sounds like you've either been hacked or have a virus or worm that's damaged WinXP. You can try to run Restore (boot with the WinXP CD and run from there). But you may be looking at a complete format/reinstall.

To do a clean install, Reboot and as the computer starts up, you'll see a text line that says "Press any key to enter startup". Do that. Go through the screens and choose to delete the partition and reformat it. This does a clean install of WinxP.
Make sure that you download/install a good spyware program (Spybot - it's free), a good antivirus (anything but Norton), at least a free software firewall (if at all possible, use a router to put a hardware firewall in front of your computer connection).

Go into the computers BIOS (usually at startup, press either F1 or F2 - check your computer's manual) and set the first boot drive to the CD-ROM, 2nd to a floppy and 3rd to the HD
