There are several things that may be preventing your IT department from setting up a VPN. It may be part of the IT protocol/rules not to allow VPN's. They can present a security risk. Since you're using Outlook, best guess is that they're using MS Exchange Server to handle e-mail. The Outlook Web Access may be all that they want to offer. You can only push!t so far until they "accidently" shut you out of everything. Google is your friend. There's plenty of resources out there.
