Microsoft (to your dismay) has built this in as a "safety valve". The reason for restarting is to prevent other programs from crashing. I can tell you there there is some wisdom in what MS has done. I've seen people (and done it myself a couple of times) install drivers/software/whatever and not reboot. Along about the time you reboot, something goes array, or something is overwritten.
