This is a known issue with logitech stuff in win2k and winxp. It wouldn't hurt to look at this article http://support.microsoft.com/default.aspx?scid=kb;en-us;Q255151, the problem is logitech installs a different driver for the mouse, that has known problems. This article can be applied to many mice.

Otherwise, it's a driver issue. Try going to logitech's website for drivers.

If it's usb, you could disconnect it while in windows, turn off the pc, plug the mouse back, and turn on the pc. It should find the new device and install it. If not, it might be hardware. Using a regular mouse is a good idea too.
