Connecting a XP Computer to a 98SE computer

You didn't indicate how these computers are connected to each other. Are they connected via a hub, router, or a direct connection via a cable.
Several thoughts:
1. Both machines should have the TCP/IP settings set to "Obtain IP Address Automatically"
2. If your not connected to a router, then you can remove the default gateway address.
3. MOST IMPORTANT - if connected directly to each other with a cable, then you need what's known as a crossover cable.

Obviously you're not gonna network with 2 totally different ip addresses, make both 192.168.x.x. Why dont you buy a cheap router? With a router there's almost no configuration, compared to ICS which can be a nitemare sometimes.
Make sure both computers have a computername less than 8 char's.
Ping each computer
On each computer do start > run > \\othercomputername, then try \\othercomputeripaddress
Also on each computer try start > run > cmd, click ok then type net view \\othercomputername
Obviously uninstall any firewalls; try safe mode w/ networking
Make sure both computers have folders shared, and verify sharing is enabled on both
make sure both have same workgroup
