Well what u need to do is go to control panel, and user accounts. THen click on change the way uses logon and off, and check the 2 boxes. If some software is causing this itll tell you here. If for example you have software causing this, you need to uninstall the software. If you do that and you still cannot enable the welcome screen, you need to delete the gina key.
In regedit delete this key HKLM > software > microsoft > windows nt > winlogon - delete ginadll -gosh |
